Why can't this tool open a PDF I don't have the password for?

The file is opened and decrypted in your browser. Neither the PDF nor the password is sent to a server, so nothing leaves your device. You can check this by loading the page and watching the network tab, or by disconnecting from the internet before you add the file.
The PDF opens without a password but will not let me print. Can I remove that?
Yes. Files like that carry restrictions rather than an open password, and the tool removes them without asking you for one. The same rule applies: only remove protection from files you own or have permission to change. If the file needs a password to open, you must know it.
